March 21, 2007 Updated 14:31:13 (Mla time) Lawrence Casiraya INQUIRER.net MANILA, Philippines -- The National Computer Center (NCC) is looking at working with local non-governmental organization in developing open source applications under the former's eLGU government project.
In an interview, Tess Camba, NCC's field operations director, said she is currently in talks with the Institute for Popular Democracy (IPD) to "enhance" applications being developed for local government units or LGUs.
"We are looking working with IPD to enhance the RPTS (real property tax system) and helping us develop succeeding applications," Camba said.
The eLGU project has a budget of some P100 million and aims to develop interoperable applications specifically for LGUs such as municipal and provincial governments.
NCC finished deploying the RPTS in some 350 LGUs last year and began installing last month the Business Permit and Licensing System. Another application called Treasury Operations Management System is scheduled for deployment next year.
IPD, on its own, developed and piloted a number of open source applications -- including an RPTS -- in 10 LGUs nationwide through an P18-million grant from the European Commission.
