MANILA, Philippines -- The Presidential Management Staff (PMS) begins work on a Web-based system that seeks to reduce paper-based communication between President Gloria Macapagal-Arroyo and members of the Cabinet.
Dubbed Cabinet Information Network or CABiNet, the project aims to create a "virtual workspace" that would enable Arroyo and heads of national government agencies to communicate and access official documents over a virtual private network or VPN.
The project has an allotted budget of P12 million and is expected to be completed by middle of the year.
ePLDT, the IT services arm of telecom conglomerate PLDT, was tapped to handle the project's infrastructure side in partnership with Softrigger Interactive, which will develop the system's front-end application.
"It will provide a 'digital dashboard" and act as a central directory for all presidential directives," said Softrigger CEO Carlos Sevilla.
According to the PMS, the system will be used by some 40 Cabinet members.
As a collaboration tool, the system, for example, aims to provide a platform by which Arroyo can issue a directive and alert Cabinet secretaries in real-time via e-mail or SMS.
According to officials, the system will make use of "digital signatures" (using PKI or public key infrastructure technology) as a security measure. This way, Arroyo can issue "high level" directives electronically affixed with her own digital signature.
